California Gov. Gavin Newsom signed a bill creating the state's new zero-emission vehicle instant rebate program, giving first-time EV buyers a point-of-sale rebate of up to $3,500.
The rebate is part of a broader $600 million incentive package Newsom signed into law to keep California a leader in clean transportation, according to a July 16, 2026 report.
New ZEVs sold by California-headquartered automakers, such as Rivian, are exempt from the program's $50,000 MSRP price cap, so all first-time Rivian buyers in the state qualify for the full $3,500 rebate.
