Zoox has been granted the first-ever commercial exemption from the U.S. National Highway Traffic Safety Administration (NHTSA) for a purpose-built robotaxi, according to an August 3, 2026 report from Fuel Cells Works.
The exemption is NHTSA's first formal regulatory approval permitting a purpose-built electric autonomous vehicle — one not derived from a conventional human-driven car — to run commercial robotaxi service.
As the first such exemption on record, the approval sets a regulatory precedent that other robotaxi developers seeking to commercialize purpose-built AV fleets in the U.S. may look to as a reference case.
